...that this ISP just should not become a LIR if it doesn't feel like
it can fulfil the requirements, like doing Assignments by the book?

Actually, i think the ISP got worse problems if they need to hide
their customers - most are proud of their more imporatant customers and
mention them in big letters on their references webpages to show off.
