Yes I do. I know for a fact that universities invest a lot of real money into network research to evaluate many, many different possible futures. I regularly read research papers about these things and I think that design of a feasible geo-addressing topology is exactly the kind of thing that a university researcher or grad student would do. --Michael Dillon
