The key point is: The property "traffic belongs to ISP X" is _much_ more important than the property "traffic belongs to region Y". E.g. one might have a peering with ISP X, which means settlement free traffic exchange, compared to transit. Thus there is always the need for the full table if one would like to implement complex routing policies to consider quality and economical facts. As there is just one sorting criteria possible for an linear ordered address space, one must be the dominant, and this is by decision of the huge majority of the participants in the game: "ISP X". A regional ordering as dominant criteria would blow up the table dramatically, because of the need of the "from ISP" information for every region. What you can do: Make a proprosal to sort the minor adressing inside an ISP's allocation to regions. So one could use this additional information. But to be honest: I don't believe you will get acceptance on such a proposal, the infrastructure and distribution of customers to regions is too different between ISP's. >That's not how IP routing works.
