  Good point here except as to how such policies are determined,
regardless of what those policies are...  And if they are appropriate
to be significantly different when considering a limited resource.
As I recall, many years ago now, Jon Postel kinda botched the
IPv4 address policy and practice as to allocation, in such a
manner as to be too lax and good ole boyish...
