We have about 355 IPv6 allocations to LIRs in the RIPE region.  Most of
them are to medium sized or small ISPs that want to "get IPv6 started".

To me, this looks as if it's quite possible to get an IPv6 allocation
under the current policy.

But still: if you want to have it changed, please write a specific
proposal for the change (*this* thread is mainly meant to clarify the
wording of the existing policy, without actually changing it - but that
doesn't mean it can't be done), and send it to the apwg mailing list.

Consider the pros and cons of the change, and maybe the reasons behind
the things being what they are now (should all be in the mailing list
archives).
