What you suggest is exactly what Team Cymru does by using the IANA pages
This only works for the clueful though. It doesn't matter how much the 
RIR's and IANA announce the briningin into circulation of /8s there 
always seems to be those who are not watching for such issues, or who 
are totally unaware that the filters should and do change.

What Daniel is suggesting is a more pro-active approach on behalf of the 
RIR's. The advantage is that it may reach those who normally would not
even be aware that they have an issue.

My personal opinion is that such an effort should be applauded.
