[acm-tf] Review for Monday TF Meeting

Hi all,

I was not really sure in what phase we are at the moment, but it seems
that we have a clear direction on how this whole thing should look like
at the end.

I tried to take care of the suggestions made in the discussions and
attached another version of the proposal to this message.

Imho it would make a lot of sense to use the Monday Meeting to get
wording done and get the last missing points together.

As far as I understood missing points are:
- What kind of queries can be done.
- The Cleanup process.


I would suggest that we present the ideas of the task force in the
meeting on Tuesday and put the policy text online for community review.
