Isn't the proposal very nearly complete?  Tobias, can you post the
whole doc as-is, according to your perception of the TF's desiderata?

The only point that is not clear to me --because I ignore prior
history-- is the nature of the "varying expectations" that different
communities seem to have developed, according to the background given
in https://www.ripe.net/ripe/groups/tf/abuse-contact , which I'd like
to be mentioned in the proposal.

Yes, as you say we don't actually "work" at a meeting.  Don't know
why.  How about two 1-hour meetings instead?  (With either a short or
a long break in between.)
