I can see both use cases as possibles - where you'd specify an abuse@ for a whole ASN, and for individual CIDRs. In practice abuse issues that are routed to the abuse contact for the ASN owner are likely to land two or three levels (at least) upstream of the actual entity whose abuse team is the right POC.
