For Europe, I've found statements like this

   While nearly every U.S. ISP with a webmail option has embraced use
   of a ‘spam’ or ‘junk’ button as a primary mechanism to identify
   spam, EU ISPs are restricted by law from sharing and using this
   data.

I doubt that is true, in particular if users are informed of what
those buttons actually do.  Can we cite any counter-statement?

I still think we should mention a BCP that describes the way we
expect abuse-mailboxes be used.  How about mentioning wikipedia?
