[Accountability-tf] RIPE Accountability Areas - Updated Document

Dear task force members,

Please find an updated version of the accountability mapping document 
ahead of our call on Monday.

There are three key differences from the last version:

1. We have included some space at the top of each table to include some 
story around each area.
2. We have added a column that looks at whether the output of a 
particular process/function is documented
3. We have included columns where the importance and quality of 
documentation can be assessed. This might help to prioritise where work 
is needed. We are thinking that the TF could fill these in rather than 
make these value judgements ourselves.
