[Accountability-tf] RIPE Accountability Areas - Updated Document

Hi task force members,

As discussed on the call, here is a numbered version of the mapping 
document with a couple of other points updated.

Updated:

- Linked to the two "pending" RIPE Chair docs in 1.3-1.8 and 9.6.
- Added a new role for RIPE Chairs "2.6 Declare consensus on any topic 
raised in the WG"
- Added "(or other output)" to "2.3 Announce final best practice 
documents created by WGs"
