Summary of Proposal:

This is a proposal to require documentation of all address resources held when assessing a RIPE NCC member's eligibility for further IPv4 address space.

Policy Text:

[Following text is to appear in the RIPE Policy document, IPv4 Address Allocation and Assignment Policies for the RIPE NCC Service Region if the proposal reaches consensus.]

a. New [addition in ripe-471]

5.1 First Allocation
When requesting an initial allocation, a new member will also be asked about the utilisation and documentation of all address resources they hold, including pre-RIR registrations.

5.3 Additional Allocations
When requesting an additional allocation, an LIR will be asked about the utilisation and documentation of all address resources they hold, not just those they have received from the RIPE NCC (this includes pre-RIR registrations).

Rationale:

a. Arguments Supporting the Proposal

If accepted, this proposal would ensure that organisations are using scarce IPv4 address space resources to the fullest extent possible.

The utilisation of all IPv4 address space will be brought into line with current best practices for address management.

The remaining IPv4 free pool will be delegated to LIRs that have a genuine need for IP addresses.

b. Arguments Opposing the Proposal

None.
