Well, it was an action item on the RIPE NCC to evaluate what possible
problems could come along with that (like "mail program XYZ has bugs
that prevent sending to ESMTP senders with TLS"), and if nothing serious
shows up, come up with an implementation plan...
I'd say it's somewhat too soon to expect results yet.
