	This is intended to ensure operational continuity per service/resource 
	pair, not to create back-door access either to new services or to
	current services not already provided for a specific resource.

	An informal summary of the subsections in section 2 might read

	2.1 .. 2.3: business as usual;
	2.4: new business process for when "usual" doesn't fit a specific case;
	2.5: exceptional accommodation for hard cases;
	2.6: do no harm.

	what is in the proposal and what I've offered as a summary above.
